La Organizaci?n para el Desarrollo de las Comunidades Fronterizas del Cenepa (ODECOFROC), organizaci?n ind?gena local afiliada a AIDESEP, ha presentado al Comit? para la Eliminaci?n de la Discriminaci?n Racial (CERD) de Naciones Unidas una solicitud de "Acci?n Urgente" demandando que el Estado peruano rinda explicaciones a la comunidad internacional sobre su actuaci?n excluyente, racista y discriminatoria en perjuicio de los pueblos Awaj?n y Wamp?s del distrito fronterizo del Cenepa, cercano a la Cordillera del C?ndor.
El CERD inici? sesiones en Ginebra este lunes 03 de agosto y se encuentra examinando al Per? como uno de los primeros puntos de su apretada agenda. El CERD es un mecanismo del sistema universal de derechos humanos que vela por el cumplimiento de la "Convenci?n sobre la Eliminaci?n de toda forma de Discriminaci?n Racial" el cual es un tratado de derechos humanos ratificado por el Per? de obligatorio cumplimiento.
En la petici?n, los ind?genas denuncian ante el CERD la existencia de una persistente pol?tica oficial de exclusi?n y discriminaci?n econ?mico-social que se manifiesta en diversos aspectos: la grave precariedad de los servicios educativos y sanitarios, altas tasas de analfabetismo y de mortalidad, y el incremento de la pobreza en el departamento de Amazonas y la provincia de Condorcanqui; la entrega de concesiones mineras a favor de intereses canadienses en la Cordillera del C?ndor sin previa consulta a las comunidades ind?genas y sin respetar un Parque Nacional (el "Ichigkat Muja") que es santuario de la biodiversidad mundial, no obstante lo afirmado por numerosos informes oficiales del INRENA que reconocen a dicha zona como incompatible con la miner?a debido al irreversible da?o al medio ambiente y a la salud de los pueblos ind?genas que causar?a esta actividad.
Asimismo, denuncian una escalada de graves declaraciones y discursos racistas y denigrantes contra los pueblos ind?genas por parte de personalidades p?blicas, periodistas y medios de comunicaci?n, una pol?tica de impunidad y ocultamiento de la violencia cometida contra los pobladores amaz?nicos y una criminalizaci?n de los ind?genas y sus dirigentes expresada en la exclusiva focalizaci?n de las investigaciones sobre los hechos de Bagua s?lo en la parte civil.
Esta Acci?n Urgente ante el CERD viene a sumarse a otra denuncia internacional presentada por los Awaj?n en junio pasado ante el Relator Especial para los Pueblos Ind?genas James Anaya en el marco de su visita a Per? para investigar los luctuosos sucesos ocurridos en Bagua.
AWAJ?N AND WAMP?S PEOPLES FILE A COMPLAINT WITH THE UNITED NATIONS COMMITTEE ON THE ELIMINATION OF RACIAL DISCRIMINATION (CERD) AGAINST THE PERUVIAN GOVERNMENT FOR RACISM AND DISCRIMINATION
The Organization for the Development of the Border Communities of El Cenepa (ODECOFROC), the local indigenous organization affiliated with the Interethnic Association for the Development of the Peruvian Rainforest (AIDESEP), has submitted a Request for "Urgent Action" to CERD, demanding that the Peruvian Government provide the international community with an explanation regarding its racist and discriminatory conduct to the detriment of the Awaj?n and Wamp?s peoples living in the border District of El Cenepa, near the Condor Mountain Range.
CERD has initiated sessions in Geneva on Monday, August 3, 2009 and is examining Peru as one of the main points of its busy agenda. CERD is a mechanism of the universal system of human rights that ensures compliance with the "International Convention on the Elimination of All Forms of Racial Discrimination", a human rights treaty ratified by Peru, execution of which is obligatory.
The indigenous peoples have lodged this complaint with CERD due to the existence of an ongoing official policy to partake in socio-economic exclusion and discrimination, which is manifested through a variety of aspects: the extreme precariousness of educational and health services, the high illiteracy and mortality rates and the increase in poverty in the Department of Amazonas and the Province of Condorcanqui; and the assignment of mining concessions in favour of Canadian interests throughout the Condor Mountain Range, without previously consulting indigenous communities or respecting a National Park ("the "Ichigkat Muja") which is a sanctuary for global biodiversity, in spite of the information published in numerous official reports by the National Institute of Natural Resources (INRENA) recognizing this area as incompatible with any mining activity, due to the irreversible impact such activity would have on the environment and health of the indigenous peoples.
Furthermore, the indigenous peoples also denounce the increasing number of negative statements and racist and denigrating speeches made against them by public figures, journalists and the mass media, the policy of impunity and concealment of violence committed against the inhabitants of the Amazon region and the criminalization of indigenous inhabitants and their leaders by exclusively focusing on the investigations into the events which occurred in Bagua, insofar as civil aspects are concerned. This Request for Urgent Action has been submitted to CERD following a previous international complaint presented by Awaj?ns this past June to the Special Rapporteur on Indigenous Peoples, James Anaya, during his visit to Peru to investigate the mournful events that took place in Bagua.
